There was a long gap between the ancient custom to move among the spirits unbothered, and the modern trick or treat. Though the first official "Trick or treating" in costume and shouting "Trick or Treat!" didn't happen until Canada in 1927. It caught on in the US in the 1930s and became wide spread in the 1950s after World War 2.

Also Germany (who made the first mass produced Halloween decorations for the US and Canada) didn't even celebrate "American style" Halloween until the 1990s thanks to the success of Nightmare before Christmas and movies like Hocus Pocus.
